This is something we have been looking at as a need for a long time. In conjuction with the issues of intermittent electricity - the issue is also that the batteries supplied to developing areas are usually of such low quality, that they need replacing quite often.
The other option is the wind up flash light - I'm not sure about cost/durability issues - but the nice thing about the wind up light is that you can forget it during the day and still have light whenever you need it.
Thanks to today's LEDs this is great tech.
